    Crise bancaire : les marchés comptent sur les États

    L’agitation des marchés autour de l’Irlande est la conséquence directe des problèmes qui affectent son système bancaire et de la garantie que le gouvernement irlandais a consentie aux banques. Les États européens ont engagé beaucoup d’argent pour sauver leurs banques. Mais surtout, ils fournissent au secteur bancaire une garantie implicite, dont le niveau dépasse probablement les sommes explicitement engagées jusqu’ici. Cela apparaît nettement quand on observe le cours des credit default swaps (CDS) qui mesurent le risque de défaut évalué par les marchés. On remarque en effet un mouvement parallèle entre le cours des CDS des dettes publiques et du secteur financier.

    Bank bail out guarantee and public debt

    The turmoil currently taking place in Ireland is the direct consequence of the troubles affecting its banking system, together with the bail out guarantee provided by the Irish Government. European Governments have committed a lot of money to the rescue of their banks. But even more importantly, Governments are providing an implicit guarantee to the banking sector, possibly going beyond the amounts explicitly committed to such purpose so far. The bail out expectation clearly emerges from CDS quotes: the default risk priced by the market shows a remarkable co-movement between the financial and the public sectors, confirming that Governments are expected to take up the losses possibly incurred by banks.
